Ja, I think so. But the actual model for Squall was River Phoenix.

I heard that Gackt was playing FFVIII one day and took a good look at Squall and said "Hey, that guy looks like me!"

Yes, and I even researched that fact - and the only conclusion was that Gackt most likely copied Squall. It was based on the ending video of FF VIII and the Miserable(that was the name, right?) video of Gackt.
I don't know the exact facts anymore, but the character design of Squall was released earlier(and even earlier developed by the people of Squaresoft). After that Gackt released Miserable, and a few months later FF VIII was released. It was probably a tactic to gain some extra popularity. I don't know if Gackt has agreed by now that he was inspired by FF VIII, but he should have. Besides that, quite a few of Gackt's outfits in his solo carreer looked strangely familiar to Final Fantasy characters.

^Actually Squall looks more like Malice Mizer-Gackt, especially in the Merveilles Live ( Ju te Veux outfit) and that is from 1998
